If you're going to do a project like that then there are some very stable mobility scooters available that could handle a decent speed without making the rider need one for the rest of his life.

That paint job is horrific. The price of the bike was good, but you'd need to factor in the price of a full respray to factory colours, and get the wheels powdercoated, so it will probably cost nearer 3 times the asking price.
