Air pollution has a negative effect on a number of different aspects of human health. In London, 9,400 premature deaths are attributed to poor air quality and a cost of between £1.4 and £3.7 billion a year to the health service.

I think the kid's ex-colleague lives a good few miles out. Hence why many have got the arse ache with it coming out to the London border. It's the same cost, but with far fewer viable public transport options.

Governments tax stuff they want to discourage, they always have. They also don't tax stuff they want to encourage (e.g. pension contributions). It's seen as a softer lever than an outright ban.
You can still drive a polluting car if you pay the £12.50. Yep, absolutely you can. Most people won't. That is what matters.
They've also banned the sale of new cars which don't meet ULEZ requirements. It's not explicitly stated as such, but that's the effect of the long standing regulation of new cars. They can't/won't force you to get rid of your old one, but they can make it unpleasant to own.
