Air pollution has a negative effect on a number of different aspects of human health. In London, 9,400 premature deaths are attributed to poor air quality and a cost of between £1.4 and £3.7 billion a year to the health service.

I think the kid's ex-colleague lives a good few miles out. Living in Central London, he'd have a great bus service, but living in NW Kent (IIRC, past Biggin Hill), he'd be proper fucked relying on buses. Out that way there's no local train stations and, obviously, no tube.
Hence why many have got the arse ache with it coming out to the London border. It's the same cost, but with far fewer viable public transport options.

And while we were distracted the powers that be have allowed an escalation in pollution to our coastline and internal waterways, as if it hadn’t reached dismal levels already. It doesn’t have anything to do with green issues, absolutely. It’s about the quality of air in London and the detrimental effects it has on people’s health. With reference to earlier posts, there’s a wide range of effects of poor air quality that result in people being between ‘fine’ or ‘dead’ so the point about ‘only’ so many people died is idiotic.
These changes are inevitable and positive. It’s only the lack of funds to help people transition to cleaner stuff that’s the issue.

I do wonder why so many people can't grasp the "tax as a motivator" model, be it ULEZ or anything else.
Governments tax stuff they want to discourage, they always have. They also don't tax stuff they want to encourage (e.g. pension contributions). It's seen as a softer lever than an outright ban.
You can still drive a polluting car if you pay the £12.50. Yep, absolutely you can. Most people won't. That is what matters.
They've also banned the sale of new cars which don't meet ULEZ requirements. It's not explicitly stated as such, but that's the effect of the long standing regulation of new cars. They can't/won't force you to get rid of your old one, but they can make it unpleasant to own.

In the US, this "higher taxes mean less pollution" bullshit mostly makes life even more fucking miserable for the poorest part of society.
