Just for idle comparison, my missus is currently on a Suzuki GSX-S 125 and she can get the toes of both feet firmly on the ground but she can get more of each foot on the ground when on my MT-09. The Scrambler appeals to her as well given it's not a physically big bike so you might be right about Ducati's intended market for them.
Its not all about seat height mate and length of leg, its a lot to do with the seat and frame width on the rear section. The mid 2000's ZX6 and ZX10's had a very narrow seat width at the front to the extent a few female friends who couldnt get feet down on a CBR600 could on a ZX10 so thats what they ended up with ;)
