Depends to what level, there are bike builders and there are bike builders, some will fix it up so it runs and return it looking the same way it was sent to them and others won't take it on unless you commit to a no-expenses spared refurb with literally every nut and bolt re-passivated.

Cost isn't an issue. Attention to detail is the key thing. Try Graham at Fastline Motorcycle Parts in Leyland (not the shop in Preston, that's a different place). I don't know if he's still doing full bikes but he used to and a couple of people have recommended him as very thorough and OCD with restorations, although I heard expensive and takes his time.
