Sticking up ripped roof felt

My house have concrete tiles - under these is what I would call "roof felt" - a bitumin base "felt" layer. In a couple of places in the attic, this has ripped - and because of the position facing south east, it means a howling gale blown though the attic when it is windy (90% of the time).
I want to patch up the rips - so I tried "Sticks like shit to a blanket" gorilla tape - it doesnt work! Then I reached out to the internet and came up with self adhesive roof flashing tape. 15 quid a roll and aboslutely useless.
How can I mend this ?? What else should I be using?

Just about the only thing I've seen - that still only works for a while - is patches of felt slapped on using molten bitumen. Really, trying to fix it from the underside is an uphill struggle. (Got a similar problem and, tbh, I think that, with the concrete tiles as well, my permanent solution would be...a new roof with non-concrete tiles and new Tyvek barrier layer
).

Tyvek or similar, tacked on the underside of the roof timbers?
[As long as the roof is keeping the rain out. If not, new roof]

Roof is keeping out the rain . About 25% of the roof was replaced this year - so not looking at replacing any more of it

I was a bit surprised that, although the wind gets in, the water doesn't!

I live in an old house and there is no underfelt or tyvek or anything. If you're just patching it up I'd use anything to hand and move on - the odd patch where the rest of the roof is basically sound isn't going to do any harm.

Is there no way you can staple something over the gap and in between some rafters?

Wait, there's no plywood attached to the roof framing before the felt goes on?

Not for the underfelt, in the milder parts of the UK.
It was either 20mm thick wood or OSB or plywood used as sarking on the islands because of the extreme weather
