I agree, the Government have withdrawn so much funding that the councils (read tax payer) have to fund some of the loss. It's so bad, I couldn't even get issued a class 3 reflective jacket today, regardless of the fact that I need a class 3 for fast roads by law, couldn't have one due to budget cuts. The stores flat refused to issue me one, I guess stores are for storing mind you.... TJF'd
