I would say five miles meets the 'local' definition. Especially as it isn't a specifed distance. It doesn't say you can't drive either. I would class not local as being 50 miles or more.
We take our dog to the beach regularly (about 6 miles away) and we'll continue to do so. Thankfully I think the coppers round here seem to have more sense.
raises the question why were there so many plod there - were they having their own picnic or just there waiting to nab the first person that turned up. It doesn't show then in a good light unfortunately.

They both live five miles away from the reservoir, so they could effectively be 10 miles apart. It doesn't say, but even 5 miles is not fucking local, is it?
Guidance for the current lockdown says people can travel for exercise as long as it is in their "local area".
Fuck them. Make them an example. Stay the fuck at home. Don't go to Starbucks. Don't go meet your mate for a walk.
Define *local*.... My local grocery store is about 5 miles away, my local bar is 68 miles away & my usual restaurant is 89 miles away.

I'd just like to say I would with either of them, they on the other hand may be a tad more fussy

You have your priorities wrong.
My local bar is 200 yards away, I have 5 restaurants (all closed

) within 400 yards, but my local grocery store is almost 2 miles.

A hot drink now counts as a picnic? They were lucky not be caught in possession of a scotch egg.

There is no definition of 'local" in the guidelines so I suspect plod are on thin ice, apparently they also told the women that their coffees were classed as a picnic, FFS!

Which is why I'd be having my day in court. Read the legal definition and there's no mention of distance. The guidelines say:
"exercise with your household (or support bubble) or one other person, this should be limited to once per day, and you should not travel outside your local area."
As you say: define local.
To say this is heavy-handed is an understatement. Given how people are being forced to live, applying a bit of common sense, when it's clear there is no risk to anybody else, should be the default position.
Unless they got all gobby, of course.

The *closest* bar is a mile away, it's also a restaurant. I do go there, but not as much as the one 68 miles away.

Derbyshire police certainly have form in this area don't they?
Gotta be honest, I've 'ad any bother from - or seen anyone else getting bother from - the 5-0 through this whole thing. There seems to be some variation nationwide.
Or maybe I've just got a trustworthy face.

Everyone thinks they're being sensible and it's "other people" causing problems and spreading the virus.
Well, I'd say they were being sensible. Less chance, in my opinion, of catching or passing out for a walk outdoors than shopping in Sainsbury's.
Except on their way there they stopped at Starbucks to get hot drinks...

And you're 1000's of miles away from Ashby-de-la-zouch, which is where we're talking about.

I'd wager taking exercise in the form of a 60 min stroll from your house is safer than driving to Starbucks for a hot drink and then driving to meet your mate for a walk 5 miles away.

Notwithstanding our differing and very uneducated views on what's more dangerous, as far as I can see it, they've done nothing illegal. Be interesting to see how this one pans out. Like I said previously, it hasn't got any legs, though Derbyshire plod may well think it's a win if the news story stops people doing what they consider a breach of the law.
I'd offer to pay their legal fees, but the Gucci and Cartier bling they're flexing in the photo makes me think they can sort out their own legal team.
