People who have to put their rear foglights on when its just raining then pull in so close in front as they pass on the motorway that they damn nearly take my front wing off and I have to knock the wipers up a notch.
I'd go as far as to say that theres very few occasions when foglights are beneficial and most times they just dazzle the fuck out of other road users.

A few years ago I was doing about 70 on the A12 and a BMW overtook me doing about 75 just as we hit patch of mist.
