From what I can make out, Ferrari chose to use a smaller turbo, which has much less urbo lag, so they gain an advantage at the start, but are compromised on the faster sections of the course - swings and roundabouts. So if I read this correctly (not always the case) the FIA have taken away the benefits of a design choice that was available to all the teams and handicapped Ferrari.
It certainly reads like that.

Although how a 1980s turbo F1 car with maybe 700 bhp in race trim, 50% less weight, feck all driver aids and downforce were allowed to barrel into say, Tosa corner from 200 mph and nobody died that often says that if drivers now have to have extra time to fiddle with their menus, in the name of safety, then the cars are outgrowing the drivers when it comes to the gubbins.

It really does seem that the powers that be have completely forgotten what Formula 1's raison d'etre is/was; a prototype racing class that represents the pinnacle of 4 wheeled track motorsport. In particular they've forgotten about the most important part - Racing. When race drivers have to 'lift and coast' they are no longer racing and the format has become a caricature of its former self. F1 has become ludicrously over-complicated and needs to return to basics; reduce complexity, remove electrical assistance and reduce weight and size. Let the drivers actually race and let the teams innovate within a looser set of rules.

I'll refer you back to my previous post, and why I stopped watching it decades ago...

Every year it becomes more like wrestling. Not so much a sport more of a show. My formula one would be simple. Severely limit down force by wind tunnel testing and strain sensors verification on key suspension components. Enforce open wheel styling so they don't become touring class super cars. Limit budgets as now. Go build the fastest car you can! Flag to flag racing with no compulsory tyre changes.

Apparently the track is "20 miles from anything"?

Aston Martin admitting that the drivers are not able to do stints greater than 25 laps because of the engine vibration.

That is unbelievably crap for a manufacturer of Honda's standing and history. How can you get something so basic to the engine spec so badly wrong?

Here’s my solution for the Fernando and Lance.
Fernando is having gloves made for him whereas Lance will just use the pair that he wears to bed.

Well, yes, quite.
I think it’s safer to say that they have issues.

Russell fastest, Stroll now *only* 7 seconds slower in 2nd Practice.

Edit: now 5.8 seconds slower
