He lives in Hull where there's no green lanes or boats.

He's looking at local farmers etc to ask

Exactly this- I know you @Yorick won't see this ( in theory, anyway ), but tell him to join the TRF, it's a no-brainer- I guarantee there will be a range of gpxs available, some new local-ish mates to show him some lanes / have some laughs with or at, and he'll be helping keep green lanes open by subbing too

Tell him to buy a trials bike and join a local club. Lots of useful skills to learn and no problems with places to ride.
