That stretch of road (and a bit further north) was at one time the worst road in Britain and in the top 10 worst roads in Europe according to EuroRap ratings. I did some remedial works on it back in 2004 iirc, most of the work and most of the problems that got it on the list were at the bridge, just north of Gisburn. Are the rumble strips and interactive sign on the northbound approach to the bridge still there?
Two years later it wasn't in the top ten of the UK's list of worst roads and nowhere to be seen on the Europe list. Shame to see they've decided to put average speed cameras on the route but they'd have done the necessary studies I guess which must have indicated a serious issue. But you may be right - a bit of extra taxation for the cash cow that is the motorist.
