It feels like it's a "wide angle" lens (not stereotypically wide angle like you can get a whole school photo in sorta thing, just wider than 'normal'). It looks like everything in the photo is distorted around a point right in the centre, your cropping has then really exaggerated it.
Guessing it's from a phone camera? Phones are often on the wider side. Or a point-and-shoot on the most zoomed out?
I'd deffo echo what others have said re: lights.
FWIW I reckon that photo Taipan posted is a slightly longer exposure taken quite late at night. Well not late at night....late at dusk. "Pretty dark" rather than "getting dark". If you'd been standing in the same place looking with the naked eye it'd probably seem alot darker. Doing it that way makes all the artifical lighting 'pop' rather than just getting drowned out by the sky.
Then it's filtered like Brita!
