I have the TfL document from about 10 years ago that showed how to design roads for bikers.
There's an entire manual from the Institute of Incorporated Highway Engineers (I think that's the title) that does the same which must be nudging two decades old.
One of the benefits of science research is that people DO look to see what's been done previously, before studiously reinventing the wheel.

My mate wrote the TfL document. For the latest document, the UK contributer is a IHE (Institute of Highway Engineers), as am I. I was chatting to him yesterday and mentioned I had uploaded it here.

And don't forget the 'Cochrane Review' format, which is an entire project identifying previous research and compiling a summary distilling the overall outcome.
