Are helmets still required to have reflective pads attached? And is carrying a self-test drunk kit still mandatory?

Yes and no!!

Yes you should have them but I was told that if you have a uk reg bike I'm told you are very unlikely to be stopped for not have reflective pads on your lid. (A friend who lives down in the Corrèze visited a couple of weeks ago and I forgot to ask him how he got away with being a resident, on a French bike, but with no reflection on the lid!!!)

No, no one carries the self-test drunk kit, pretty sure it's no longer mandatory (probably too many locals were made to use them and scared themselves!!! )

If the locals in the Cantal had self test drunk kits they'd never sell a pastis before lunch

I can't find much info on the temporary zones so this is from the RAC -
French emergency low emission zone (ZPA)
As opposed to ZCRs, emergency low emissions zones (known as ZPAs) are temporary restrictions imposed on certain vehicles. These are implemented in certain locations when there is a risk of dangerously high air pollution levels.

These areas tend to be significantly larger than the permanent zones, and all vehicles must display a vignette when public announcements dictate that restrictions are in place, or face a fine.

There are currently 28 areas where emergency low emission zones are implemented during certain conditions:

France ZPA zones
Paris
Annecy
Chambery
Arve Valley
Côte d’Or/Dijon
Creuse/Guéret
Deux-Sèvres/Niort
Drôme/Valence
Eure-et-Loir/Chartres
Gers/Auch
Gironde/Bordeaux
Grenoble
Haute-Savoie/Annecy
Hérault/Montpelier
Isère/Grenoble
Lille
Loiret/Orléans
Lyon
Maine-et-Loire
Marseille
Puy-de-Dome/Clermont Ferrand
Pyrénées-Atlantiques
Rennes
Savoie/Chambery
Strasbourg
Toulouse
Vendée/La Rouche-sur-Yon
Vienne/Poitiers
However, this situation could change quickly as more cities and departments introduce low-emission zones in response to weather conditions, so check the Urban Access Regulations website before setting off.

I'll see if I can find out more about the temporary ones, but probably worth getting a sticker anyway!!

There is a good app called Green Zones. Fill in the details of your car and it's emmisions, and you can see where you can and can't go at any particular time. It covers all of Europe
