Haven't a clue.
But for any real help you need to tell us the make and model of the laptop, the make and model of the graphic card, the operating system and what version it is, and whether or not there's anything non-standard about the setup.
Otherwise its like saying "My bike is making a funny noise, what is it?"

I've had similar problems with my MS Surface and an Alienware laptop, I can change power settings in Windows or in the BIOS and they will still do whatever they want.
