Do they have the legal right to seize someone's vehicle from them and prevent it leaving?

Wouldn't police powers (or MoT / DVSA / Border Force / court order for bailiffs, etc.) be necessary?

Good point, maybe the obligation would be to report it.

If an obligation, that would suggest some sort of penalty for not doing it.

Unfortunately, even deciding to check the others then telling the punter is probably beyond necessity.

Piggin Supermarkets. On the subject of the new COVID strain. Mask wearing all but compulsaory in shops as of today but ''Tesco, the largest UK supermarket chain, will just be putting signs up to remind customers about face mask rules, the BBC understands. Aldi and Lidl are also understood to have no plans to challenge customers.''
and ...
Iceland boss Richard Walker told the BBC's Radio Four Today programme that it supported the reintroduction of face masks, but said it would be unfair to ask staff to confront people not wearing masks. "They are already working under significant pressure, especially as we hit the busiest trading month of the year.''

Well, they wont be under much pressure if we're all sat at home in another lockdown..and who'll be the first to winge if they've no customers ?

Perhaps I'll adopt a similar policy next season with Black Flags / Noise testing and Wheelies.

RoyalMail, tracked and signed for. We've been in all day and the useless cocks have delivered my high value parcel to someone, just not us!! Apparently signed for by us (unintelligible signature on tracking page and the wrong part of our road according to the GPS plot). I've checked with neighbours in that part of the road and they've received nothing.

Now in call queuing hell with John Lewis to report a non delivered item.

Man-flu.

WTF. I was fine when I went to bed last night. Now I'm wondering if I'll make it through the next couple of hours without shuffling off my mortal coil....

Parcel tracked down, delivered to the wrong house as JL's printer had missed the first digit off the house number so RM hadn't cocked up, JL had.

Integral garages that aren't really. :(

Years ago a mate lived in a rented place where you could get into the garage via a (fireproof) door in the kitchen. It seemed to be 'a thing' for houses built around a certain time.

Looked at some new houses in Canada - all had access to the garage from within the house.

Seems like an obvious

I reckon I'd get 10 times the use out of the garage if I didn't have to go outside (whatever the weather) to get into it. Contemplating knocking through and putting a door in. :hmmm:
