'Anti-Hooning', to stop the car boys doing donuts.
Presumably varied levels of grip?
Can't see anything that might affect a two-wheeler leaning into the junction ...

Here's the website explanation of their 'anti-hoon' bars.
Seems to be a super-grippy bar across the road that causes a sliding tyre to grip, to prevent donuts and drifting. I hope they risk-assessed the potential for rolling a car or high-siding a bike first. I also suspect that it would be horrible to ride on in the wet.
