The dogs should be put down and the owner locked up for being a dick and not training his dogs correctly. If the dogs we're police dogs etc they should have been on leads.

I struggle to argue with part of that... but is it really the dogs fault as such ? I disagree, anyone who misunderstand the damage their dogs can do and lets them off lead is as bad. It's too easy to blame someone not 'like us'. Our dogs have been attacked by the family lab who, and I quote, "has just never done anything like that before, I don't understand". I have two dogs, a lurcher and a greyhound. They are never off lead in public places and they always have muzzles on. Anyone who believes their dog is entirely predictable in every situation is just waiting for the inevitable moment that that bubble is burst regardless of previous behaviour.
That situation must have been pretty awful for the owners but they need to be responsible for the dogs they have.

Full grown dogs I'd agree, but she say's they're puppies, so remove them and give them to a responsible owner who will train them, and put the owners down instead

Ugh. I had a new neighbour, marched round with some really big dogs who were snapping and growling all over the place, to introduce herself. Explained very matter of factly that her dogs were 'protective of her' and she wouldn't be held responsible if they bit one of my kids. Scared them shitless just like that, they were afraid to go out the house. My wife got bitten whilst trail running few years back (not too serious fortunately) and the owner (some posh bint) couldn't have cared less. Some folk are just not fit to have animals.
