It could be a track only bike that was a write off with no resale value, if that was the case, why the hell not. I doubt a couple of holes in that area will have any effect on the structural integrity of the frame.

Meh.
Small round holes a lot better than a crack type discontinuity.
Doubt it makes a crap of difference to the strength of the frame.

That makes no sense at all, it's hardly going to register any compression along its length when they change gear, it should be horizontal.
