so what we've learnt here is that you can't pervert the course of justice unless you're giving evidence under oath
That was not a statutory public inquiry, at which evidence is given on oath, but an “administrative exercise”, Davis told the jury, so it was not a “course of public justice” that could be perverted.
Looks to me like the prosecution / prosecutor got it wrong.

You'd wonder what the point of Taylor's enquiry was at all if statements could be changed and evidence could be witheld

"It's remit was: To inquire into the events at Sheffield Wednesday Football ground on 15th April 1989 and to make recommendations about the needs of crowd control and safety at sports events."

nothing in its remit about bringing anyone to justice, surely that's what criminal investigations are for?

If the police, the enforcement wing of the justice system, cannot be trusted to give truthful evidence unless forced to do so on oath, the entire system is so FUBARed we might as well give up.
