Looking at the paint I suspect that looks very showy if up close. Its certainly a nice job, retaining the bikes features and lines etc. Personally, I'd never run open carbs, but each to their own.

A stately old lady,quite tastefully executed. I don't want,but I like.

I ran bellmouths on my old Z1 for a while and despite much faffing about with jets and needles,I never got it running as well as with the airbox.

I ran bellmouths like that on my old z550 and it eventually holed a piston.

That's very "period" and rather nice.
Zs are easy to get running on open carbs, you need to fit restrictors in the air jet holes in the carb intake, though those carbs are VM33s and were designed to run with bell mouths.

It looks like the custom job was done in the 70s and been kept that way ever since, which is no mean feat if true. Very of-its-time.
