Copy files from PC to iPad

Copy files from PC to iPad
Before I spend the next 3 days searching the internet - is it actually possible to copy files from a PC to an Apple iPad without downloading and installing any extra software?
The PC I'm copying from is a work one, which I'm loathe to install possible malware onto (especially iTunes): so all I've got is the USB connection and File Explorer - which, maddeningly can SEE the iPad photo folder, but NOT write to it.
Similarly, the iPad is a gen1 Mini, which has v9.3.5 of the OS, which most apps now aren't compatible with.
All I'm trying to do is set the bloody iPad Mini up as a 'digital photo frame' using photos from Flickr. Currently, the only way I have to get the photos onto the thing is downloading them 1 by 1 from the Flickr website. The iPad won't even download a zip file (which Flickr can make for the album photos).
This is one of the reasons I think IT people hate Apple - they're walled garden systems make things maddeningly awkward to do sometimes.

Could you use Dropbox to copy the zip?

Fella at work has what I can only describe as a double ended memory stick - 1 end is USB and the other Lightning. He uses that to transfer images across....

Bit overkill for this (extremely low budget) project.

Ok, get the laptop displaying pictures as a presentation. Then hold the tablet still and take pictures using the tablet's camera.

BUT seems to have major issues - read the reviews.
This article suggests you only need a Lighning/USB lead ie the charging lead.
