Anyone on here speak Hebrew fluently enough to answer a question for me?

If a recognisable time window in English - say for an appointment - is described as "09:00 - 13:00"
How would that be displayed in Hebrew?

09:00 - 13:00 ?
13:00 - 09:00 ?
00:13 - 00:09 ?

Something else?
Let's not get into using Hebrew numerals (yet).

Remember that Hebrew reads right to left

0900-1300 transliterated

I guess what I'm looking for is how would a time be displayed in something like the Windows clock, if it were booted up in Hebrew. Would it use Hebrew numerals or a presentation of Roman numerals in an accepted Hebrew format?
