It depends on what you mean by antisocial.

If hes all road legal and riding around sensibly on a loud bike
cut him some slack as we have all done it.

If hes riding illegally or dangerously phone the police and tell them you think
theres a drug dealer riding around on an an illegal bike.

I read the title thinking B... was going to shoot him with a rather big calibre unsilenced rifle... or a duck gun. That would actually be effective, if illegal. Personally, I'd just have a word with them. We have several loud bikes around here, my Triumph is not exactly quiet, but it is no offensively loud, says me the deaf vicar.
