I can't help but think that hovering to refuel like that is just silly. I guess there's a reason but I can't think of one.

Landing on a little (relatively) ship can be quite dicey in rough weather, they can also refuel from ships without a helipad of course.

Probably not required on a huge great aircraft carrier/helicopter carrier! I would guess they're just training.

if there's an emergency onboard, could be a fire / flood or another aircraft has crashed on deck then the ship may not want, or be able to deal with another helicopter, but that helicopter is running low on fuel so hey have to do something.

giving it fuel can allow it to stay in the air until it can be accepted on the deck or give it enough fuel to divert elsewhere.

In this case it was practicing.

I've never used 20mm or 21mm.

And probably not 18 or 19 either.

19mm is the standard hex head size for an M12 fitting. Also used on quite a few wheel nuts cars and bikes.
