Downing Street has admitted that staff gathered inside No 10 to celebrate Boris Johnson's birthday when the first Covid lockdown was still in place.

ITV News reports up to 30 people attended the June 2020 event, sang Happy Birthday and were served cake.

No 10 said staff had "gathered briefly" to "wish the prime minister a happy birthday", adding that he had been there "for less than 10 minutes".

Rules at the time banned most indoor gatherings of more than two people.

ITV News said the birthday event had taken place in the Cabinet Room just after 2pm on 19 June 2020, adding that it had been a surprise for Mr Johnson after he returned from an official trip to a school in Hertfordshire.

Ms Gray's report is expected to give a factual account of what happened with reference to the guidance - this does not necessarily mean that she will say whether there have been breaches of it.

The terms of reference do not suggest that Ms Gray will decide whether laws have been broken. Also legal commentator David Allen Green points out: "[Ms] Gray cannot make a determination as to whether there is criminal liability, as she is not a court."

Did he not say pretty much the same just before the Supreme Court found him guilty of acting outside of the powers of the prime minister and that the prorogation of parliament was illegal and that he had misled the monarch?

Strange things. Somebody who knows Dominic Cummings very well said last weekend that ‘He, DC, has a chart showing falling bombs on certain dates’. Could be just rubbish but...

Within hours of DC giving a confidential written testament to Sue Gray she handed over the information/files to the Met who then announced their investigation. Could be coincidental but...?
