I have heard there might be discussions going on for exactly that and that selected ATB’s might be given the ability to upgrade A2 riders who have 2 years experience onto full A licenses without the need for a DVSA MOD1 and MOD2 test to free up some more spaces. Won’t be every training school, only those with certain standards from the local regional assessment officer who scores each instructor.

I've also heard word that it's been tabled for discussion.

Rather hope not as that would create a two-tier system.

Only instructors who score in the higher grading brackets

Instructors who all always score in the "acceptable" band then wont be allowed to carry out the assessment but ones who score in the "excellent" band then they will. If a school has 4 instructors and 2 who score well and 2 who score average then only 2 would be permitted that role.

Its all pie in the sky at the moment as the DVSA wont like to relinquish any control as they always say they maintain the "standard"

I think the test regime I went through in 2000 was a pretty good compromise. Take your test on a 125, immediate access to bikes up to 25 kw / 33 bhp, after 2 years you get an automatic upgrade to A licence. (Alternatively, if over 21, do DAS.) It gave an incentive to get your test done, rather than ride around on CBT for 2 years, and you were forced to get experience on a moderately powered bike before going full fat.

With the reservation that a 125 is a 3/4 scale model of a bike and the shift to even something like a restricted 500 Honda twin was actually a bit of a struggle for some riders (I did enough Confidence Builder courses for people who needed some help), I agree - the current 'pass the 125 test, get a full 125 licence' is a complete disinsentivisation for young riders to get some training. CBT's not had an update worth talking about for 32 years and it well past its sell-by date as an introduction to riding.
