I can't see why it'd need to be over 300kb. But we allow 1024kb now

It does seem to me , if the phone isn't easily allowing resizing, that you'll have to look at another solution.
While Flickr could be an option, I'll admit I've not tried to add photos to a thread while on the phone.
The other way to look at it would be to reduce the size of the photos when they're taken. TBH it's virtually pointless taking 12Mb (or whatever) photos because there's very little use for that image density short of Piccadilly/Times Square sized billboards. Do some experimenting to see what the photos are like if you change the camera settings to that each photo taken is (max) 1Mb. If that's possible of course.... I just discovered that my Sony Xperia Z5C camera app will only drop to 8Mb on the auto settings, and 2Mb on the Manual settings option. But the Samsung camera app might be different - worth a look.
