There is a blind chap who lives in our little town,he uses a guide dog to get around. Close to where he lives drivers park up on the pavement,making his journey very difficult,plus Phoenix gas have been digging up the whole world for the last couple of years,adding further complication to his A to B.

It's fairly standard along this road to have two wheels on the pavement. Some time back, the council removed small grass strips between the kerb and path, then tarmacked to ease parking like this.
Usually there's plenty of space.
Problem comes when, like matey has, people park much further in, and particularly where there's (sometimes the same people's) overhanging trees and hedges. That's compounded on bin day (and the evening before).
