Basically yes. The piston may be seized in the caliper, or may be slightly offset in the caliper. The piston's rubber seal could be fucked - they flex a bit when the brake is applied and then re-assert themselves when the brake is released to just ease the pads away from the disc. The disc may be warped so that the brake pads are coming into contact on each wheel revolution, not stuck on but enough contact to cause excess wear, heating and smell. Discs may be past their wear limit allowing the pistons to protrude too far out of the caliper where they can become offset.
Brakes are pretty basic (unless you're going to make them from scratch and calculate master and slave cylinder pressures/movement etc), bits are easily replaced etc. The one thing that most people like me don't have is the sucking of teeth technique and "Well it's brakes, innit. Ain't gonna be cheap darlin'" dialogue.
