so what we've learnt here is that you can't pervert the course of justice unless you're giving evidence under oath
Looks to me like the prosecution / prosecutor got it wrong.That was not a statutory public inquiry, at which evidence is given on oath, but an “administrative exercise”, Davis told the jury, so it was not a “course of public justice” that could be perverted.

nothing in its remit about bringing anyone to justice, surely that's what criminal investigations are for?

If the police, the enforcement wing of the justice system, cannot be trusted to give truthful evidence unless forced to do so on oath, the entire system is so FUBARed we might as well give up.
