I'm pretty sure Picnics are not allowed during lockdown, not that I'm bothered, they're not bothering me. I'm just pointing out the stark contrast between the first lockdown and this one!
☺
Because of the hassle I've been getting I now have a big sign in the windscreen, very bluntly making it clear I'm not on holiday, I'm local.
Since I put it up I've had no hassle...lifes good.

This has been a long arse winter of lockdown, people have been locked up for a large chunk of a year. With the figures as they are, vaccinations as they are and a lovely sunny day, you'd be crazy to expect anything else.

To be fair, a few times I found myself wearing the mask whilst driving on my own - just forgot to take it off. Guess it means I'm getting used to it, but I did feel silly when I realised as I knew many people would have seen me and said exactly the same as you!!

I've been for loads of picnics during pseudo-lockdown, one of the few remaining pleasures. I did sneer at the many groups of other picnickers, more than a dozen strong, and wonder what sort of bubble they were stretching - but then I don't know their situation: how many have had the vacc; how many have had covid anyway; how many are protected by happy thoughts and a prayer; how many are cock-and-balls-deep in fate.

I drove through a local beach town yesterday. It was heaving, hundreds of people on the beach walking, massive queues at the fish and chip and ice cream shops. Much much busier than it would normally be on bright February day.
I can’t wait for lockdown to end so people stay in more.

...
Take the fax machines. A technological dinosaur elsewhere in the West, fax machines remain a mainstay in many medical practices and government health offices. That has made coordination across Germany’s nearly 400 health offices particularly difficult.
...
In other words, any German who dies of COVID-19 because they didn’t get a vaccine on time can take solace in the knowledge that her data will be safe and secure in the ever after.

Yes, the UK's NHS did well in comparison, it set a target to eliminate fax machines by April 2020.

Has anything changed in the two years since that article was published?

I knew they had been in use until recently. Google showed this as the first result:
By April 2020, practices will no longer use facsimile (fax) machines for either NHS or patient communications. Fax machines will be removed across the NHS in a bid to improve patient safety and cyber security.

Well all I can say that the amount of funding that goes into my local (French) GPs and what I experienced in the UK is stark. Masses more kit than in the UK. I don't doubt that Germany GPs are similarly kitted out.
This isn't to have a pop at the UK or big up the EU nor mock the NHS. More to point out that some of these dogwhistle articles arent even remotely based upon any facts.

When Mrs D was in the labour ward the bird next to her kept unhooking herself from the baby heart monitor so she could go outside for a fag.
That was topped only by the overheard discussion point with her other half: "When we met 10 months ago who'd have thought we'd be here now!".

At St Richards hospital in Chichester there is a specialist ward for inpatients with respiratory problems. When parking behind the hospital I've seen them outside the ward in wheelchairs in the sunshine, with drips attached, smoking.

Re: Covid restrictions - are you adhering or not?
I've had to go up to the local place quite a lot lately.
Surprisingly few smokers! I could see an awful 'bus stop' style smoking shelter just far enough away from the front doors to be annoying to get to if it was raining. Never more than one occupant, I don't think covid conditions is exactly a fair test. Nobody that looked like they'd crawled there from their death beds, I don't think fecking about on your own is encouraged under covids either.
