I love the idea that they might just say "fuck it" and jab you with any two jabs Seems like madness, but if it works it works.
This is also a numbers game as much as anything else. To a certain extent it's important that you vaccinate a lot of people, but the specific individuals don't matter as much. Sure you'd want to bias towards the most vulnerable, but it's more important that you get a lot of needles in a lot of arms. Therefore I can't really get upset if some old people miss out and some young people get it 'early'.

They're vaccinating the oldest, most vulnerable people first. That includes many people with dementia. You can't rely on a dementia sufferer's memory to avoid vaccinating them two or three times. Record keeping is important.
And the NHS isn't doing this out of the goodness of its collective heart. It gets over £2,000 a year for every man woman and child in the country in normal times. Last year it was closer to £3,000 each. It might be free at the point of use but free is one thing it most certainly isn't. For that sort of money, doing a competent job is the least we should expect.

You're quibbling over small admin errors in a scheme involving millions of people. I have criticised the NHS's admin loads of times, but given the scale of the programme they're undertaking at the moment I'm prepared to cut them some slack.

Yep, from what I read, the body remembers way better after two triggers for something, and its not overly fussy on how it gets triggered. Perhaps you should read about the advantages and disadvantages of mixing (non-Covid) vaccine jabs before saying something like this. That would only have happened if Saga was sufficiency mentally degraded that he couldn't remember having the jab in the first place.
So... how's he doing?
In my mind he's the one turning whats pretty much a non problem into a dig against the NHS.
I'm pretty sure that in every system theres bits of errant data and its better to check it than not.
To me it shows the people within the system are checking things and if one has missed out a cross in a box someone else makes sure that the person has recieved the treatment they need.
Or the way we sometimes do it with materials, better to be looking at it than looking for it.
Other peoples mileage may vary.
