There's 3 other Android devices on the network all are OK so I can rule out a network issue. I left the tablet switched off for a while, when turned on it had my Spanish location but went back to Missouri within a couple of minutes. I can set the time manually but the location thing is a real pisser, any internet searches give results from the US. I've run out of ideas on how to fix it, anyone else got any suggestions?

Seriously though, folks. I assume you're running Windows 10 or 11? Perhaps try switching your GPS location off?
To turn on or off GPS location in Windows 11, you can do the following:
Go to Start
Select Settings
Select Privacy
Select Location
Toggle the Location services switch to turn it on or off

In which case, I have no idea. But I suspect it has somehow fixed its GPS coordinates to Hicksville USA, and you will need to find where in the settings this can be altered. I'd guess that its 'home' GPS coordinates are fixed (wrongly) and need to be toggled so that your actual GPS coordinates are picked up.

No VPN. I've spent two days searching for a fix and been through every conceivable setting on the thing without success. There's is very little stored on it, I think I'll factory reset it.

Don't be so quick to dismiss network/router issue. You may have a different connection using the tablet than the other devices on the same network.

Factory reset would be a good starting point. I can't see how it could realistically be a network/routing issue given that your ISP will be in Spain, but if the problem persists after a factory reset, then nothing is off the table.

My ISP is Starlink, there's not much you can do with the router. My internet facing IP address is a regional Spanish one, nothing funny there either. Sounds like your device is being given GPS data based on the location of the nearest ground based network address. For Starlink that could be anywhere! Way beyond my limited knowledge outside the Apple sandbox (Apple uses "location services" which can be user set for each application ie use WiFi or GPS or Apple database).
