No Afghan officials were included in the deal making. There were 2500 troops remaining when Biden was sworn in. He increased that number to 7000 in the months troops remained.
Actually the stage for failure was set 2 decades earlier with Bush's decision to go in to Afghanistan. That little bumbling effort cost 2456 US military personnel, 3917 US contractors, and 1144 allied troops. Under Trump's watch 42 troops died in spite of his claims, under Biden 19 troops died. US taxpayers lost $2.3 trillion to the wasted effort.

The phone calls, both of them, were specifically to ease the concerns of his counterpart in China. They were done out of concern as General Milley had learned that Chinese were concerned that Trump would preemptively attack China because he knew he was losing the election. His rhetoric was growing increasingly hostile. The calls were to reassure his Chinese counterparts that no attacks were imminent. The rightwing spin machine, of course, has spun this into some clandestine treasonous act. Trump wasn't in the loop for what should be obvious reasons.

General Milley retired, he wasn't fired. Trump loved him until he didn't. That's kind of a thing with Trump. Falling out of love with officials that don't make a career out of kissing the ring. It is true that Milley pushed the limits in excluding Trump from the discussions. However, what he did do settled tensions between the US and China. Not a bad outcome at all.
