They're quite interesting bits of engineering. I worked on a site with 4 of them. Some of them sit in a sort of moat which provides the seal (they're low pressure). There's a layer of oil/glycol anti-rust type stuff on top of the water that coats the sections as they lift - which is why they could look quite grubby.
For inspection purposes you could send someone in via the moat in diving gear and the big ones had a little coracle inside to paddle around. The centre was an earth mound with a frame on to support the 'roof' when empty.
Some were spiral lift so the sections rotated as they lifted.
Pretty much all surplus to requirements now - they just isolate sections of the gas main low pressure network and pressurise them for short term/overnight local storage (line-packing).
(Not a lot of people know that ).
