Asking for a Friend.
An item has been imported into a Country by a shipping agent.
The item has been subject to quarantine inspection* and subsequently is cleared for collection.
My friend does a Bank transfer with relevant details supplied by the Agent to the Agent
This payment is acknowledged by the Agent who sends the Quarantine Certificate and collection address.
My friend collects the item.
My friend then receives a message from his Bank that the money has been returned to his account saying that "the Transfer was returned by the Recipient Bank.Please confirm the Account and try again"
What would you say to my friend and what's more, Legally where does he stand ?
*There's a story in that by itself.

Check the bank acc to confirm funds have been returned is first port of call. Them await any msg from seller requesting payment, beware if it to a different bank acc, could be some sort of scam to get double payment, if your friends bank says refund pending do not pay again until it is confirmed the money is back in the correct acc.

There has not yet been any contact from the Agent and has been 4 working Days since they confirmed that payment had been made.

Does this involve shipping money internationally or just between UK banks?

My friend has a British account. This account is split into separate currencies, Au$ ,Nz$, Sterling.So the card/phone can be used in any Country and will pay using the local currency . My friend is in Australia and paid an Australian Company with Australian Dollars

Be warned that, AFAIK, international payments can be clawed back weeks or even months later in some cicumstances. It used to be the case that, for Hicksville banks in the USA, payment was not certain until a piece of physical paper actually reached the bank in Hicksville.
