Could be, I didn't pay too much attention but the penalties are still pretty fruity though. Probably irrelevant/cosmetic too. A lot of the people - particularly in construction - on the list will routinely declare bankruptcy almost as part of their normal business cycle.

Not going to pay £600k? have a penalty...which you probably won't pay either. It's a bit like the old days, go overdrawn because you're skint, bank writes you a letter to tell you you are overdrawn and charges you £20 for the letter. Now you're more skint and more overdrawn than before.

One thing the penalties do is bump up the figure that the department claims it is chasing, which can't do any harm when it comes to pitching their staffing budget.
