The Hurr report, 349 pages in total and the gutter press has focussed on one paragraph, which it then refers to throughout. Because that sells the news!!
There are many, many more reasons why Hurr has stated that Biden won't be prosecuted and even the bit that you refer to actually says, and I quote
" We have also considered that at trial Mr Biden would likely present himself to a jury, as he did during our interview of him, as a sympathetic, well meaning, elderly man, with a poor memory. Based on our direct interactions with, and with our observations of him, he is someone whom may jurors will want to identify reasonable doubt. It will be difficult to convince a jury that they should convict him - by then a former President well into his eighties- of a serious felony that requires a mental state of wilfulness"
So that implies that he'd use that as a defence, no different from any other older person in court.
But you can ignore the other 348 pages of reasons why he won't be prosecuted if you want to, and if it doesn't fit the narrative.

Biden's defense:
"“During our interview of him, Mr. Biden was emphatic, declaring that his notebooks are ‘my property’ and that ‘every president before me has done the exact same thing,’ that is, kept handwritten classified materials after leaving office,” the report said."
Except he wasn't President, so that doesn't apply.

Which section of the 25th Amendment? Section 4, I'm assuming? Which needs a 2/3rds majority in both the senate and congress to decide that he's not up to it.
