With the film technology available today you'd think the days of needing to use realistic weaponry had passed a long time ago. Even Tom Cruise doesn't insist on being shot in the head in the spirit of film authenticity.
He's probably guilty of being a careless showoff. Other than that I would say liability probably lies elsewhere.

You're being a bit dense here, of course you accept them, that's life/society. If i jump on a mates motorbike i don't check the brakes are fully bled and no leaks, you accept it's a working motorbike.
If i'm working on a film set and i'm handed a gun by a gun-person who tells me "it's safe" then i'd say it's pretty reasonable to assume as a person who does this for a living they're pretty clued up on what's safe.

If something is risky enough to cause harm then someone will have written a procedure and assigned responsibilities. So, in weeksy's examples, process / responsibility is likely to be assigned to AirlinePilot / ForecourtManagerGuy / WaterboardGuy respectively. So, it depends whether there was a controlled process to follow and what Baldwin's part was in the process and what was expected of him having being handed a gun on set.
Probably they'll determine that the process was non existent, shit or someone winged it because they knew best.

IIRC Baldwin was a bit more than just the actor who pulled the trigger. He effectively controlled the set, and hired the 'armourer' who had never done that job before, and she and/or Baldwin allowed live rounds on set.
That is a bit different from believing a professional when you are told an aeroplane will fly.
