EEC rules apply. Every vehicle must be totally standard. Unless you have changes recorded on the vehicle paperwork.
We had to get papers updated when we added a towbar. And it had to be fitted by Dacia

Spain is a Police state. A lot of stuff, for example passports or anything to do with vehicles and driving goes via the Police station. Everything else goes via the town hall. The town hall have their own Police, the Polica Local. Bigger towns get the Policia National, the countryside gets the Guardia Civil (they are also the traffic police "Trafico"). The Guardia Civil were Franco's henchmen, I'm surprised they never changed the name. A good example of Trafico tactics is hiding on the aproach to ITV (MOT) stations and fining people who don't have a current ITV even though they're on the way to get one. People I know have a holiday home in a neighbouring town, come down one morning to find their UK registered car gone. They go to the Police to report it stolen only to find the Police had towed it away in the night, no UK tax or MOT, a 480 euro fine. They were able to show that the car was taxed and as it was only a year old didn't need an MOT. The copper admited that since Brexit they hadn't been able to use whatever it is they use to check vehicles, 480 euro fine or we keep the car. The Police seem to fund themselves by issuing fines, they're not well liked.

Since when did the European Economic Community have a law that says every vehicle must be standard?

If the fine is coming via the town hall you need to sort out your SUMA details. I got a parking ticket in Elche, an email from Monovar (that's my town hall), logged onto the SUMA site and paid it.
Cheers, but the ticket was for an offence in Barcelona (L'hospitalet de Llobregat), which don't have SUMA. Hopefully the email address I finally found means someone will sort it out.

Nice Bodega in Monovar, was recommended the Conos4 red wine they produce. Very good indeed.
