Responsible owners don't have problem dogs. However the number of dog problems suggests there are a LOT of irresponsible owners, in fact IME a good 50% of owners are irresponsible to some extent.

Or you could consider the longer term view? Your trakkie-wearing chav is a secondary problem, far behind the back yard breeders. Think back to March when a young girl was attacked by 4 XL Bullies that had escaped from the neighbours garden of a terraced house. When the police arrived they seized 17 XL Bullies, a mixture of adults used for breeding and pups. People like that, knocking out dozens of pups every year, are the main problem, hence why I suggested taking away their route to selling those pups, the pet selling sites.
As for the Plod, every force has a dog unit, and a large part of their job is dealing with dangerous dogs which leaves them little time for FB posts or speeding tickets . The DLO is the one who will go into homes, seize dogs and assess them for type and behaviour. I've had in-depth conversations with 3 of them (including at the time the head of the Met's Status Dog Unit) and my thoughts are largely driven by them. All 3 of them said the Pitbull section of BSL was unworkable without a complete ban on back yard breeding. One of them went on to advise the govt of the same, but it was never adopted (this was approx 10 years ago). As said in the first post, the govt should be listening to the people who deal with this every day. I haven't checked, but I'd wager that a ban on breeding has been repeatedly rammed down ther throat during the past 4 years of discussions, but still they can't come up with anything other than a ban.
Your trakkie-wearing chav may well flog a few pups to the local chav community, but he doesn't have much of a future market without the selling sites. Hefty fines and a possible criminal record will put many people off and an influx of 60kg+ Bullies on the banned list isn't going to go unnoticed by local dog owners and parents in particular, and can be dealt with by the local DLO.

I'll have you know I dislike cats for different reasons. Mainly because they hang around my place like they have a right to be there, shit themselves in our flower beds, run up and down the roof dislodging tiles ...
My "anarchic free spirit" neighbour kept a load of unneutered cats - you can guess what happened - damage limitation to limit the semi feral inbred population of manky looking critters with constant conjunctivitis. Plus they used to taunt the local dogs and shag and fight all night.

No offence fella, but I read that, see an image of one bloke walking 3 Rotties, the bitch in season, and put you firmly in CJ's 'irresponsible owner' category. You obviously know your dogs better than me, but that strikes me as a disaster waiting to happen. How do you think it would play out if some dopey fucker had one, or even two, off lead male dogs as large and powerful as yours, who weren't put off by your males?

And the anarchic free spirit should have been made to consider the damage to the cats - FFS, just neuter them if you want them to be any kind of free range!!!!

None of any of the above suggestions is going to stop the bastards eating another child tomorrow though. The muzzles could be Introduced tomorrow If they wanted and any sensible owner would be doing that anyway. Tbh any sensible owner would never have one in the first place.
All the other things could be debated and agreed on in time. They have to stop people getting ripped to pieces first. I read something that said approx a pet a day is killed by one. I dont have the source but even if it's half of that, ffs.

Why have you not had your female cat and dog spayed? Are you breedingt (intentionally, I mean...) from them? If you want a proper licensing and assessment program setting up it will cost an order of magnitude more than firearms licencing, simply because of the numbers. That cost could be pay for with a fee but realistically it's going to have to be 350 quid or something to pay for a home visit, back ground check, dog assessment and so on. And law abiding owners of properly trained Labradors will of course pay up and follow the rules to the letter. And the fighting dog wankers will still carry on doing what they do.
After dunblaine they banned handguns which upset a huge amount of competition shooters but they handed them in. No one has been shot with a legally held handgun since. (I'm pretty sure) but loads of people have been shot with an illegal one. They could have Increased the background checks and introduced phycological testing etc which certainly would have helped with the dunblaine fuckwit, but that would be too expensive and the public wanted a ban.
I really don't see any reason not to ban them, there's plenty of other lovely dog breeds to choose from that are not in the news for attacking things every other week.
The problem with laws is they are written by idiots. The firearms licencing laws are a mess and make no sense there's all sorts of weird exceptions and the other things which are completely banned for no apparent reason. I agree with the current state of restrictions and how hard it to get a grant and the medicals and so on though.
I want immediate muzzle and sterilise, and then a cross party and involved institutions such as vets, police, RSPCA and so on to scrap the old law and come up with something that is evidence based and is sensible and works. I think I'll be holding my breath.
We can spot a chav a mile away but how do you write that into a rule book?

We had our (male) cat neutered at the first opportunity, but the vet could only find one testicle, in spite of the poor bugger's stomach looking like an allotment. He even got an infection in the wound just to add insult to injury.
A couple of months later we took him back and they located (and whipped out) the other testicle.
There is no cloud, just somebody else's computer.

Must admit other than hearing of them in the news in the last few months I didn't know what a Bully XL was. Having had a quick look they are pretty fucking terrifying. That Youtube video of that Cane Corsos definitely showed a pretty chilled dog. But, and it's a huge but, I'd not want to be around a dog that big and strong just in case. If something pushes it's buttons it's gonna tear that skinny dude a new one.

I only watched the first min or so and the guy did end the start with 'Why you might not want a Bully XL' but all the Pros were essentially 'If you want the strongest, most muscular, mean looking dog then this is for you'. Hmmm. Doesn't sound like the best of reasons.
Normally I'm pretty liberal with stuff. But dogs that can easily kill and maim people owned by fuckwits isn't a good plan.
