Not it's not....
Although it is on Chrome/Windows and has been for a while.... On all other devices and browsers it seems fine though. My works laptop it doesn't work... but if i open on Firefox, it's fine, on IE it's fine.... Only seems to be on Chrome/Windows. Weirdly, Chrome on my phone is fine.

Firstly, they're pretty much all playing to the standards by now, and secondly - I'd have thought that this function would be a back-end server code sort of thing, ie detached from the javascript/browser (but then I'm not familiar with the actual software itself - that's just an assumption), I guess it depends on how the functionality has actually been coded.

I have never used it so can not really help. It might be a conflict with another installed extension (or indeed a Browser Extension) but without disabling them one by one theres no way to find out. The best place to ask is in the extensions support topic as the author knows the code far better than anyone else.

Nope.
But an interesting point to note is that if a user happens to open the thread that contains the "@user" in... then the notification in the header bar instantly becomes inactive (obviously. - the flag has done it's job and the user has opened the thread).
I think when I reported that the functionality wasn't working, there wasn't even an entry in my notification list (I can't check that because the notification list doesn't keep the events for very long). But - there "might" have been one, and I just didn't see it.... I can't remember.
