I didn't see the original post but if he wants a refund after three months then likely he hasn't done any work on it, realised he'll never get round to it and changed his mind. He's conveniently misplaced a part and expects you to bear all the expense of his mistake. Have I missed anything?

But, as said, buy a s/h one, send it to him, and say 'no more'. For any rebuild there should, surely, be an expectation of obtaining replacement parts as you go?
