I'm gonna go out on a limb here and say this is a pure styling exercise. Even the guy who made it looks a bit confused by it.

Why did he put slots for the bars? It doesn't look as if that cowling will allow much movement.

Lets face it,it's a motorcycle based instalation,not a motorcycle.Something to be looked at rather than ridden.
The fact that it uses a plinth to keep it upright sums it up

Err, isn't that the front wheel?

Either way it's very pretty but probably the most impractical vaguely motorcycle-shaped object I've ever laid eyes on. I cannot imagine how any normal sized person could a) sit on that seat, b) put both feet on the footrests and work the gear/brake pedals, and c) hold the bars all at the same time.

Hmmm - there are pretty much equal amounts of both front and rear wheel exposed, especially if you include the plinth surrounding the rear wheel. In the top down view that you posted, far more of the front wheel is visible compared to the rear wheel.

Anyway, it's still nothing more than a piece of static vaguely motorcycle-shaped art installation.

Think about how a front wheel pivots. Now look at the top view - it could only pivot a few degrees. 'Lock stops' have nothing on that bodywork.

Nice and vague in a straight line as the cable stretches and contracts

At least if you turn your bike engine into a table you can use it for something, like balancing coffee mugs on. I cannot see a single use for this.
