I did miss it, but when I looked into it, it appears that men breastfeeding babies is not only possible but there are historical recorded cases.
I'd never have known about it if you hadn't got some weird fetish thing going on, but apparently it's medically possible, men do have the anatomy necessary for lactation, but they lack the hormone levels required to stimulate making milk. These hormone levels can be artificially raised in the case of trans people, or naturally raised if there is an imbalance in the body.
If a human is born as a man, but somehow has the chemical balance of a woman, then it may cause lactation, it sometimes happens in teenage boys because of hormone imbalances. If you think about it, anyone who has this imbalance would feel like they're in the wrong body and it may explain why they feel like they want to transition.

I wouldn't do it and it's certainly unusual, but is it any more detrimental than some kid growing up in a scratty council flat with some rat-faced single mother who spends all her money on fake tan and cigarettes? This is probably one of the more minor slips in the fabric of western society.

However, if you feel that it is abuse then you are surely duty bound to report it. You’re standing around doing nothing whilst you genuinely believe that sexual abuse of children is going on. In my book that makes you as bad as the abuser.

The simplest explanation is the most likely. They weren't paying proper attention, there was a distraction or no one was watching, next time they looked he wasn't there. Without a body, there's no way of telling but exhaustion, cramp, ghost net or some other jetsam, sucked into the prop, sharks or abduction by aliens...
Either way it's a damned shame. I blame the support crew. They should have had eyes on at all times. Clearly they didn't.

Could also just be they genuinely lost sight of him, I suspect you don't drive the support boat right on top of the person in case you bump into them? Might have been a bit wavy etc. so they didn't see him go under and of course didn't see him not come up again either.
