Probably, but by the time the cyclist has diverted hard right into the road there was no contact, and by then what's done was done.
Edit, there's a different video up now from when I posted the article, yes, there is potential for her to have pushed / contacted the cyclist.

A defensive reaction that I suspect most of us would have when something like a bike came flying towards us, the woman has cerebral palsy so it's not like she's gonna dance out the way. It'd be different if she swung a haymaker at the cyclist. I assume that if any hard contact was made she would be injured herself.
