The Universal plate is included with the Givi Monolock (the smaller/lighter/cheaper version) and bolts on top of an existing luggage rack with U-bolts. With the Monokey boxes you must buy a separate plate and arms to mount it. Watch out, Monokey boxes and Monolock boxes are NOT the same fitting! No idea how the universal plate works and if you could use that, or adapt this plate without the 'arms' to your rack. I probably couldn't but some on here I'm sure can as they not as engineeringly challenged as me.

Re: Luggage solutions
I've just had a look at the universal plate video, it mentions tubular racks but not existing plate racks, but from the vid might it work bolting it through the holes in your existing plate? If it does all you'll need is the top box

This is my bike with a 47l monokey box...
It's been brilliant for commuting. I can get everything I need in it in terms of laptops, spare clothes and the like. It's never leaked and I'm never worried about leaving stuff in it. You can definitely feel it in the corners if it's full though.

Re: Luggage solutions
I had an Oxford tail pack before I got a top box, it did the job but was a pain to fit and remove without me worrying about it falling off. You'll also need something to protect your paintwork as the straps will rub.
