It'd be perfectly possibleb to put something between those discs (the belt teeth like you say), but something also tells me they weren't exactly going for the last word in performance
Check out how fat F1 brakes are for an idea of what is possible, you just need "insides" to your discs.

Cars have had vented discs for decades. Trouble with bikes is the close proximity of the disc to the wheel. Start fitting wider discs and you'll have problems with calipers hitting the spokes etc. They fittted vented discs to some gp bikes iirc, but they looked ridiculous when I saw them?

Twin close coupled discs were a thing briefly. Two discs, one caliper and 3 pads, the centre pad being double sided.
In my memory they came out at about the same time, or maybe a bit later, as rim mounted discs but were even less successful. Has anyone but Buell used rim mounted discs?

Berringer (sic) was it not? They were supposed to be the next big thing at one point ISTR.
WRT vented discs...AIUI there's still not universal agreement on which way the air flows through them! Yeah they work but people aren't 100% on why.

I think it was on a moto gp bike, huge great things sticking out past the forks. Probably worked well as brakes, but must have messed the aerodynamics up! Plus it looked hideous!

The primary point of ventilated discs is to keep them cooler. MotoGP uses carbon/ceramic discs which can run way hotter by default. Maybe they just found the extra cooling capability wasn't needed?
F1 and aircraft etc are another step up in braking requirements, so they have both combined...ventilated and Carbon.
