In what way does having foreign or domestic companies owning wind farms make a difference to the price?
Although the article says "Sources like wind and solar are also significantly cheaper and should lead to cheaper bills in the long-run." it is by no means a given - indeed, it'd be easy to argue otherwise - that a grid mostly powered by renewables will be cheaper than if powered by gas and coal.
Wind and solar are 'cheaper' than gas, mostly, when comparing wind and solar power generation that has to be taken whenever it produces power vs gas that will only be bought when it is 'asked' to produce.
Just now, gas powered turbines are generating under 3.5GW. When the air was still, they were generating around 25GW.
If you are running plants that are 50% utilised then you have to charge a lot more than if they are 90% utilised. You'll need to charge an awful lot more when they are 5% utilised, and for the green power sources you either have to pay to store when they're generating more than demanded or pay them not to generate...either is going to be expensive.

I can't see any UK government entity doing offshore wind cheaper, faster and 'fairer' than the current operators.
In any event, faster doesn't tend to mean cheaper in offshore wind...quite the opposite.

It might be handy to dismiss them an trendy. And put renewables in quotes. But the polluters must pay.
The young will have to deal with the medium to long term consequences. It's only fair the toxic elderly pay something towards the damage they have caused and the profligacy they have profited from.

Some years later, Exxon developed a very accurate model of what was happening and how it was going to pan out...then spent millions of dollars fighting their own science and paying politicians to do the same. With the amount of solar gain you'll be getting in the Canaries, a half decent PV solar installation would pay for itself in not many years. If you have the roof space, solar thermal (evacuated tubes) for hot water would also be a smart move.
